Beschrijving Opdrachtgever:
The National Coordinator for Security and Counterterrorism protects the Netherlands from threats that could disrupt Dutch society. Together with the partners within the government, the research community and the private sector, the NCTV ensures that the Netherlands’ critical infrastructure is safe and remains that way. Since the establishment of the NCTV, central government has had a single organization that deals with counterterrorism, cyber security, national security and crisis management. In that regard, the NCTV also has strong working relationships with EU and international partners. The NCTV actively takes on projects that can assist in achieving joint objectives and supports the individual efforts of EU Member States and partners.

Beschrijving omschrijving dienst, aanleiding en doel:
For a new EU Internal Security Fund financed project we are looking for a Project Management Officer. The long term objective of this European project is to ensure sustainable effective and responsible use of passenger data by EU Member States to detect, prevent, investigate and prosecute criminal and terrorist activity and to identify victims. The project contributes to improved interconnectivity and cooperation for EU Member States and partners, by delivering an end product. Since the project is of an international nature, the project board and project partners are spread over Europe and overseas – so will the deployment of activities.
The project is a separate entity and requires dedicated and specialized personnel. The working languages are English and Dutch.

Job Description:
The job will require you to be flexible, creative, proactive, diligent and ready to work in a fast passed environment, on one of the most innovative projects in the EU in the justice and security area. You are sensitive to your surroundings, have an interest in current affairs, politics, can understand strategic lines and move in a delicate international environment. It is in your nature to work well with people. You see what is needed in different situations and act accordingly, always in line with the goals set out by the project manager and within those boundaries. This project will offer a new dimension to your role as PMO because of its international sensitive nature and innovative concept development.
What will be your responsibility: You support the project independently and act as a right hand of the project manager. Your activities are centralized around resource and work planning & control, financial management, change management and product quality control. This is done within the framework of the project proposal and the project plan. The framework is governed by the Project Plan, ISF regulations, the Grant Agreement and the Consortium Agreement which collectively form the backbone of the project. The financial management will need to be set up accordingly and an independent audit at the end of the project is mandatory. Also, as the PMO you are able to support the project team in their work with the project partners: by keeping close watch on schedules and assigned work, set objectives, and motivate. This will be especially challenging to the team, since the partners and most of the activities are deployed in other EU Member States. The core team will consist of five members in total, with a project manager and three liaisons (team managers) between work package leaders that are not all based in the Netherlands.
In short, as the PMO you are in the heart of the project helping the project manager to administer and operate within different project management areas and manage people to deliver scheduled and on demand services in time, scope and budget within the project actions.

Tasks:
Report generation following a predefined script as well as preparation of custom reports for project needs
– Responsible for project administration, financial administration and management, including set up of both
– Responsible for implementation of Prince2 project management methodology
– Prince2 management support; keeping track of plans, budget, quality standards, deliverables and dependencies
– Project metrics reporting, administration of risks and issues
– Facilitation of internal and external meetings of the project management team and the Project Board
– Monitoring of relations between the work packages and project activities and active improvement submission
– Supporting the project team members as the PMO
– Organizing project resource management

Need to have:
– Bachelor or Master Degree
– 3-5 years of experience in the area of project management support within professional services
– More than 3 years experience with financieel management.
– Certified in Prince2 or IMPA-C or IPMA-D

Nice to have:
– Experience with Prince2
– More than 5 years experience in the role of PMO.
– Knowledge and Experience of European Union law, regulations and processes
– Experience with financial processes, including set up, invoicing and budgeting
– Fluent in English, minimum C1 level (equivalent)
– Strong Knowledge of Microsoft Office (Excel, PowerPoint, Word) and program management tool MS Project
– Experience with Dutch Government or its organizations.
– Experience with sensitive information and confidential assignments
– Experience in international environment.

Clearance and screening:
This position is of a confidential nature. Security screening – Verklaring Geen Bezwaar – B – is required. If security screening is declined or rejected by authorities, eligibility for this position is automatically excluded.
